Although this document focuses on marine oil spills, the concepts expressed here can apply to other NRDA incidents. The document was cooperatively prepared by the West Coast Joint Assessment Team (JAT), an ad hoc group of representatives from various state and federal trustee agencies, and representatives from the oil industry, including major and independent oil companies and oil transportation companies.
