Oil Spill Task Force

The Pacific States/British Columbia Oil Spill Task Force was authorized by a Memorandum of Cooperation signed in 1989 by the Governors of Alaska, Washington, Oregon, and California and the Premier of British Columbia following the Nestucca and Exxon Valdez oil spills. These events highlighted their common concerns regarding oil spill risks and the need for cooperation across shared borders. In June 2001 a revised Memorandum of Cooperation was adopted to include the State of Hawaii and expand our focus to spill preparedness and prevention needs of the 21st century. Now in our second decade, we provide a forum where Task Force Members can work with stakeholders from the Western US and Canada to implement regional initiatives that protect 56,660 miles of coastline from Alaska to California and the Hawaiian archipelago. This site describes who we are and what we do to accomplish that goal.

The Members of the Pacific States/British Columbia Oil Spill Task Force are pleased to announce their 2008 Legacy Awards Program for Oil Spill Prevention, Preparedness, and Response.

Our Legacy Awards honor individuals and organizations that successfully implement exemplary oil spill prevention, preparedness, or response projects. We define such exemplary projects as successful efforts that go beyond regulatory requirements to prevent, prepare for, or respond to oil spills.

NEW REPORT AVAILABLE FOR COMMENT: 5-Year Implementation Status Review of the West Coast Offshore Vessel Traffic Risk Management Report
The Pacific States/British Columbia Oil Spill Task Force has been working with members of the West Coast Offshore Vessel Traffic Risk Management (WCOVTRM) Project Workgroup to conduct a 5-year review of the implementation status of their 2002 Recommendations. A FINAL DRAFT Report on the status of those recommendations, with Recommendations for Further Action is now available for your review and comment. Please submit comments NO LATER THAN MARCH 24th to JeanRCameron@oregoncoast.com.

Jean Cameron, the Task Force Executive Coordinator, is a member of the Team conducting the Incident- Specific Preparedness Review (ISPR) on the Cosco Busan oil spill. To read the ISPR Team's Phase I report on the first two weeks of the response, please go to http://www.uscgsanfrancisco.com/go/doc/823/190114/. Their Phase II report will be delivered to the U.S. Coast Guard by May 11, 2008.

Clean Pacific was a huge success, with over 1,000 persons participating! As the hosts of this event, the member agencies of the Pacific States/British Columbia Oil Spill Task Force wish to thank all of you who were there, as well as the Program Committee, speakers, supporters, and sponsors! Clean Pacific 2009 will be September 15-16, 2009, in Portland, Oregon.

We've posted summary notes of the morning General Sessions below, and if you were a Clean Pacific 2007 delegate, you should have received an email with instructions on how to access the conference session proceedings at www.cleanpacific.org (or click on the logo below).

Recommendations for Conducting Cooperative Natural Resource Damage Assessment, (pdf)
West Coast Joint Assessment Team, April 2007

The purpose of this cooperative assessment paper is to provide guidance to natural resources trustees and responsible parties on how to initiate a cooperative NRDA, and move from the initial chaotic phase of response to a cooperative injury assessment as soon as possible. Although this document focuses on marine oil spills, the concepts expressed here can apply to other NRDA incidents. The document was cooperatively prepared by the West Coast Joint Assessment Team (JAT), an ad hoc group of representatives from various state and federal trustee agencies, and representatives from the oil industry, including major and independent oil companies and oil transportation companies.
