  Support for the Deepwater Horizon Oil Spill Response

The member agencies of the Pacific States/British Columbia Oil Spill Task Force are closely tracking the ongoing response to the Spill of National Significance in the Gulf of Mexico, and are also providing mutual aid as needed and requested. This event began on April 20 when the Deepwater Horizon offshore oil drilling platform caught fire and sank with the loss of 11 lives; it also ruptured piping which is now releasing oil at a rate of 12,000 to 19,000 barrels per day.The response to this spill has extraordinary implacations for spill planning, for response technologies and strategies, and for public policy.

The Task Force agencies have provided technical expertise as requested by the Gulf States, and are ready to provide more personnel as requested. For example, the Alaska Department of Environmental Conservation has provided advice on both cost recovery documentation and seafood analysis, plus fishing vessel decontamination and recertification procedures. The Office of Spill Prevention and Response at the California Department of Fish and Game has deployed staff scientists, their Volunteer Coordinator, and the Director of California's Oiled Wildlife Care Network. In addition, OSPR's Deputy Administrator has deployed to the Incident Command Post in Mobile, Alabama in his U.S. Coast Guard Reserves capacity to serve as a Deputy Incident Commander.

All member agencies have compiled lists of both equiment and staff that can be deployed upon request. The British Columbia Ministry of Environment is working through the Canada Department of Foreign Affairs to participate on a Canadian team representing both federal and provincial agencies to assist in the spill response.

The Task Force member agencies are also actively tracking the spill response resources which have left their jurisdictions to assist in the Deepwater Horizon response. Over 200,000 gallons of dispersant have been sent from the West Coast and Hawaii to the Gulf, plus one Aerial Dispersant Delivery System (ADDS) pack from Alaska. Fireboom has been shipped from Puget Sound and spill response cooperative on the Columbia River have sent a total of 26,500 feet of boom. Numerous personnel from our federal partners (the U.S. Coast Guard, EPA, and NOAA) have been deployed to the Gulf, and spill response organizations and cooperatives are also sending personnel and equipment from the West Coast. Part of the focus of our member agencies is to ensure that adequate response capacity is maintained at home, should it be needed for a spill response on the West Coast; they are working with the regulated industry and response contractors to meet this goal, while also providing as much assistance as possible to the heroic efforts underway in the Gulf of Mexico.

Our 2010 Meeting

The Hawaii Department of Health will host the 2010 Annual Meeting of the Pacific States/British Columbia Oil Spill Task Force in Honolulu on October 6th.

PROGRAM: The meeting will include activity updates from our member agencies and the Task Force, as well as a Keynote Address and panels focused on our 2010 theme, "Oil Spill Planning and Response Challenges." Topics covered will include Lessons Learned from the Deepwater Horizon spill as well as response challenges in remote areas. A more detailed agenda will be published on this website this summer.
HOTEL RESERVATIONS: This event will take place at the Hilton Hawaiian Village hotel in Honolulu. Rooms are available October 5th through 7th (with extensions between October 2nd and 11th as available) at the government rate of $177 + tax/night. There are several ways to make a reservation:

The Members of the Pacific States/British Columbia Oil Spill Task Force presented their 2009 Legacy Awards at the Clean Pacific Conference in Portland, OR on September 15th. Awards were presented by Dick Pedersen, the Director of the Oregon Department of Environmental Quality, who hosted the Conference.

PLEASE NOTE: As stated in our 2009-2012 Strategic Plan and in our 2009-2010 Annual Work Plan, the Members of the Pacific States/British Columbia Oil Spill Task Force have decided to present our Legacy Awards on a biennial basis at the Clean Pacific Conferences. Therefore, our next Legacy Awards will be presented at the Clean Pacific Conference in Long Beach, CA on September 27-29, 2011. Nominations will be solicited in the spring of 2011.



The U.S./Canadian Transboundary Spill Planning and Response Project

The Pacific States/British Columbia Oil Spill Task Force is currently sponsoring a stakeholder review of the status of planning and response capacity for a spill on the U.S./Canadian borders between Alaska and British Columbia, and between Washington and British Columbia. A Stakeholder workgroup convened in June of 2008 (pdf, 220k) for background presentations and to draft a Project work plan. The final U.S./Canadian Transboundary Spill Planning and Response Project Work Plan (pdf, 176k) was adopted in October, 2008. That work plan chartered five subcommittees: David Byers of the Washington Department of Ecology chairs the Project Workgroup as well as the Command Subcommittee; Graham Knox of the British Columbia Ministry of Environment chairs the Planning Subcommittee; Kevin Gardner of Burrard Clean Operations chairs the Operations Subcommittee; Bob Mattson of the Alaska Department of Environmental Conservation chairs the Logistics Subcommittee; and Dave Owings of SEAPRO chairs the Finance/Administration Subcommittee. The U.S. and Canadian Coast Guards were invited to co-chair this project, but chose to serve in an advisory capacity instead.

The five Project Subcommittees have developed reports on a variety of topics ranging from management of multiple command posts to remote location logistics. Those draft reports are currently undergoing an iterative review and comment process, beginning with the Subcommittee Chairs, followed by review and comment by key U.S. and Canadian federal agencies, and culminating with review and comment by the Project Workgroup members and assorted invited stakeholders. We hope to make a draft available for public comment during the summer of 2010. The goal of the U.S./Canadian Transboundary Spill Planning and Response Project is "to review and document existing U.S./Canadian Transboundary oil spill response plans and capabilities for the British Columbia/Alaska and British Columbia/Washington borders, acknowledging existing authorities and response management systems; and to recommend improvements as needed for joint response and planning efforts, as well as for planning and capacity building within each jurisdiction."

Clean Pacific Conferences

Our 2009 Clean Pacific Conference was held September 14 - 16th at the lovely - and Green - Oregon Convention Center, 852 persons participated, and everyone seemed pleased with the program and the exhibitors, as well as with the setting.

We were pleased to have the U.S. Coast Guard co-host the conference, and RADM Gary Blore, Commander of the 13th Coast Guard District, delivered the keynote address. Jessica Keys, Natural Resource Advisor to Oregon Governor Kulongoski, welcomed the conference delegates to Oregon.

The conference also featured the Pacific States/British Columbia Oil Spill Task Force's 2009 Legacy Awards and a reading of the 1999-2008 Legacy Award Honor Roll, activity updates from state, provincial, and federal agencies (U.S. & Canada), two pre-conference workshops, three "Super Sessions", six poster sessions, and fifteen regular sessions. An Opening Night Reception honored our 20th Anniversary, and the U.S. Coast Guard held an Open House for their FOSCs. We are most grateful to the Conference Sponsors, to the fine exhibitors, and to everyone who attended for making this such a success!
