The West Coast States and British Columbia are committed to improving their ability to prevent oil spills to our marine environment. In order to reach this goal, it is necessary to improve access to data on spill events, near-miss incidents, and the causes contributing to such events and incidents. Therefore, Task Force Members agree to take the following steps, as recommended by the Spill and Incident Data Collection Project Workgroup in the attached report:

Members agree that their agencies will incorporate the terms and logic framework of the attached Spill and Incident Reporting Data Collection Dictionary into their data collection systems by January 1, 1998, or as soon as possible thereafter.

Members agree that staff from their agencies will participate in investigator training session specific to use of this data dictionary prior to implementation.
|
| |
|
Members agree to begin submitting data to the Task Force office for compilation on a quarterly basis following implementation.

This agreement is adopted pursuant to, and follows the intent of, the Oil Spill Memorandum of Cooperation of 1989 and is adopted by the States/British Columbia Oil Spill Task Force as represented by the following Members1:

The State of Hawaii joined the Oil Spill Task Force under a revised Memorandum of Cooperation signed by the five West Coast governors and the Premier of British Columbia in June of 2001. Pursuant to that revised Memorandum, the Spill and Incident Data Collection and Sharing Agreement was signed by Laurence Lau, Deputy Director, the Hawaii Department of Health on March 22, 2004. 1The British Columbia Ministry of Environment is not currently the Provincial agency authorized to maintain spill data in British Columbia and therefore has not been able to participate in this project.
