2003 Resolution on Contingency Planning Elements
  Whereas, the member agencies of the Pacific States/British Columbia Oil Spill Task Force have a legal obligation to protect the environment within their jurisdictions from oil spills; and

Whereas, most, though not all, member agencies of the Pacific States/British Columbia Oil Spill Task Force are directed by statute to require oil spill contingency plans from tank vessels, non-tank vessels, and facilities handling or storing crude oil and petroleum products in bulk; and

Whereas, contingency planning provides regulated contingency "plan holders" with an opportunity to ensure that they are prepared to respond to an oil spill in a timely and efficient manner, and underscores the value of effective oil spill prevention; and

Whereas, the development and refinement of both Area Plans and communications technology have greatly progressed since contingency plan regulations were initially adopted;

Now therefore be it resolved that the Task Force Members agree to promote, to the greatest extent possible, the goals of simplicity, consistency, innovation, and improved preparedness and response as outlined in the attached Introduction to the Recommended Contingency Planning Elements, July 2003; and in order to do so,

Be it further resolved that the member agencies of the Pacific States/British Columbia Oil Spill Task Force will incorporate these Recommended Contingency Planning Elements into future revisions to their contingency planning regulations, where applicable.

  This Resolution was adopted pursuant to, and follows the intent of, the Oil Spill Memoranda of Cooperation of 1989 and 2001, and was endorsed by the Pacific States/British Columbia Oil Spill Task Force as represented by the following Members:

Gordon Macatee, Deputy Minister, British Columbia Ministry of Water, Land, and Air Protection, signed the resolution on July 22, 2003

Carl Moore, Interim Administrator, Office of Spill Prevention and Response, California Department of Fish and Game, signed the resolution on July 22, 2003

Ernesta Ballard, Commissioner, Alaska Department of Environmental Conservation signed the resolution August 6, 2003

Paul Slyman, Deputy Director, Oregon Department of Environmental Quality, signed the resolution on September 2, 2003
